The hopes which I expressed in paragraph 2 of my
despatch No. 155 of November 12th did not eventuate. On
November 22nd a letter was received from the Special Delegate
for Foreign Affairs for Kwang tung and Kwangsi, Dr. Philip K.C.
Tyau (
), to the effect that it was intended to publish
forthwith the regulations which formed Enclosure No. 2 in my
despatch under reference, and to enforce them strictly as from
December 1st.
2. At the time, I was on local leave at Hong Kong, but
Mr. Consul Gibbs informed me by telephone on November 22nd of
the receipt of this letter, and of his action so far in the
matter. He told me that Dr. Tyau, in reply to his protest, had informed him that General Yu Han-mou (
), Pacification
Commissioner for Kwang tung, had now decided that these
regulations were to be published immediately, and that he was
not to be moved from his purpose. They were, in fact, published
in the form of a Custom's Notification issued through the
Canton Harbour Master's Office on November 22nd, a copy of
which is not enclosed since the regulations as published
correspond to the translation referred to in paragraph 1 above.
3. I directed Mr. Gibbs to arrange a private interview
as soon as possible with General Wu Te-chen, Chairman of the
